Dubai Municipality issued a new circular expanding mandatory BIM model submission within the building permit process, effective 1 April 2026. 2. AI Now Reviews Villa Permits in Minutes, Not Days

In August 2026, Dubai Municipality launched a project to fully automate building permit issuance for private and investment villas using an AI agent. The system checks plot planning requirements, reviews architecture against the Dubai Building Code, assesses MEP systems, validates structural safety, and cross checks submitted drawings and documents. 3. Law No. 7 of 2025 Puts Every Contractor on a Digital Register
